Legal Status of Forced-Reset Triggers (FRTs) and Super Safety Under Federal Law
Recent federal court decisions and related legal actions have clarified the classification of forced-reset triggers (FRTs) under U.S. law.
In Cargill v. Garland, the U.S. Supreme Court held that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) exceeded its statutory authority when it attempted to classify bump stocks as “machineguns” under the National Firearms Act (NFA). This decision has influenced how similar devices are treated under the law.
In NAGR v. Garland, the U.S. District Court for the Northern District of Texas issued a final judgment on July 23, 2024, holding that forced-reset triggers are not “machineguns” under federal law. In that decision, the court vacated ATF’s earlier determination that FRTs met the statutory machinegun definition as “automatic” devices.
Following these rulings, the U.S. Department of Justice and ATF entered a settlement in 2025 with Rare Breed Triggers and associated plaintiffs in which the government agreed to cease classifying FRTs as machineguns under federal law, to return previously seized devices, and to no longer pursue enforcement against compliant FRTs. https://www.justice.gov/opa/pr/department-justice-announces-settlement-litigation-between-federal-government-and-rare-breed
As a result of these legal outcomes for Super Safety and other FRT’s:
- Federal courts have held that forced-reset triggers do not meet the statutory definition of a machinegun because they do not fire multiple rounds “automatically more than one shot…by a single function of the trigger.”
- The federal government has withdrawn enforcement of forced-reset triggers as machineguns and has agreed to return seized devices under the settlement.

The operator pulls the trigger, which fires a single round.
A mechanical cam resets the trigger, allowing the operator to release and pull the trigger again for the next shot.
